Sir,

In reply to your letter of the 1st instant, enclosing a copy of your reply to the Colonial Government relative to the proposed reclamation in front of Praya East, I have the honour to inform you that I am of opinion that your proposition to reserve an open water space in front of the War Department property for the mooring of War Department Launches &c., would not be in accord with Naval requirements, as this space is all included in the Man-of-War anchorage which is even at present too small for the Navy.
